First Premier Bank Letter 9

I applied for a First Premier credit card. I was issued $250 credit. I was told initially that I would have no annual fee. However, I received my first statement 4 days ago. They charged me a total of $198 without any purchases. I haven't used this card and won't. I want to cancel this card so I won't have to pay these outrageous fees. Can you help me?

I'm 19 years old, have good credit with my local bank. I can't afford these kinds of fees.
