At 7:45 p.m. on March 25, a Roseville Police Department officer cited Chad Morgan, 21, of Otto, Wyoming for soliciting door-to-door without a permit.
Officers contacted Roseville residents from Porter Drive, Elisa Way, Coloma Way, Fawn Court and Brookwood Road who all said that Morgan tried to sell them magazine subscriptions, telling them he was raising funds to finance his trip to a school soccer tournament in Florida. One resident said that Morgan told her he lived “around the corner” in the neighborhood. Morgan was actually employed by Ultimate Power Sales Inc., a for-profit magazine sales company based in Sugar Hill, Georgia, according to information Morgan provided to police.
In October 2003 Roseville Police officers arrested a 19-year-old transient from Florida, also an employee of Ultimate Power Sales, for fraudulent solicitation. At that time, police contacted eleven residents who all said that the Ultimate Power Sales employee had represented himself as a local youth raising money for his school or soccer team.
