Xerox continues to allow spammers to participate in its affiliate program in spite. H

Xerox doesn't directly control what these affiliates do. Given that Xerox allows spamming affiliates to continue to earn money after Xeroxs has become aware of the spamming, Xerox is complicit in the spamming.
